PA House Finance Committee Expected to Vote on Severance Tax Bill

Legislation to enact a severance tax on oil and gas drilling in the Marcellus Shale, which I have sponsored for several sessions, is scheduled for a vote in the House Finance Committee on Monday, Oct. 16, at 11 a.m., in the Majority Caucus Room. House Bill 1662 would enact a severance tax on oil and gas drilling, replacing the current impact fee that has been in place since Act 13 of 2012.

Finance Committee chairman, Rep. Bernie O’Neill (R-Bucks), is expected to call up House Bill 1401, a severance tax bill sponsored by Rep. Gene DiGirolamo (R-Bucks), and the provisions of my legislation would be amended into the DiGirolamo bill. I am hopeful the bill will be supported in committee, and later on the House floor.

Now filed as an amendment to the DiGirolamo bill, my legislation would call for a 5 percent severance tax. It would repeal the existing impact fee, but use the same formula contained in Act 13 for distribution of proceeds with additional revenue going into the General Fund.

In 2012, I supported the impact fee contained in Act 13 to ensure that local communities impacted by drilling would be compensated for that impact. Today, I believe that a severance tax, based on market prices and volume of product, is now more appropriate as it has the potential to generate more revenue for the Commonwealth.
